Do you think about how would you like to do your @Call?

Sometimes I can't go deep into DOING because I'm stuck with how I need to do something. For example, I promised a friend of mine to promote him to a new position in a company-partner. I had no success with that so put 'Call Tom: tell him I had no success with a new promotion". When I see such a Next Action on my list I start to think if I should do it by phone or invite him for a beer and make it personal. Do you think it worth renaming it to: "Call Tom: invite him for a beer (tell him about promotion fail at the meeting)"?

Do you formulate in the Next Action how you would like to do it?

Just do it.

No. I think you should call him and tell the bad news NOW. Get your phone and just do it!

Invite him for a beer to discuss next steps to achieve a goal.

Occasionally I get stuck on this. Sometimes its subtle procrastination, avoiding doing by giving myself too many options. Other times its because I know something now that if I knew then I would have made the Next Action different. I think you just have to trust your gut.

For example I might intend to email someone , but when it comes to typing the email I realise that I haven't connected with them for a while and passing on the info might be the perfect excuse to call and touch base at the same time. It didnt matter when I chose the Next Action, but since then some other project has moved on in such a a way that I need their backing on something, and suddenly a phone call is better than an email.

So dont worry too much, life is complex like that, just try and be thorough in your weekly review.

Yes, you should always decide how you are going to do it. If you're still undecided, you haven't really finished processing it. If you look at that action and think that might not be the best way to do it (a call is impersonal), you should brainstorm options - eg call to arrange a time to meet, impromptu visit to his office/home etc. Then whatever you decide is the best way to do it is what goes on your list.
