Based on my personal experience (I travel around 130k miles per year) my recommendation will stop and figure it out what you need to get out of the hole.
You need to take time to clean your inbox, a good rule of thumb is 1 hour per day out.
I understand probably you think you do not have the time, because you have many "Immediate"; in my personal experience that it the time that you push the brake and STOP.
When your lists and therefore your system is incomplete, everything looks to have more priority than really had in the big scheme of things.
My advice will be STOP, how long do you need to clean up, schedule ASAP, a soon as you have again a complete system and everything collected you will be able to make better decisions. Yes that sounds impossible in the middle of the storm of important things that need to be done and look immediate, but unless you can see the forest, you will not be able to distinguish the different kind of trees.
Again, Stop, Collect, Process and move any no urgent to Someday/Maybe.
After that you will see that a lot different the issues on hand, and the reality is no one will noticed, in the other way, people will more likely get a better and faster response to their issues.
