Where does traditional Project management and GTD overlay ?

I'm not sure what you mean by traditional project management. If you mean formal project planning techniques like Gantt charts, then GTD is what the project manager can use to do the job of manager.

They work together, not instead. Traditional project management would come within the "Organize" stage of GTD.
