How do differentiate between Support or Reference ?

How do GTDers differentiate between Support Materials and Reference Materials?

For me it's all reference, until/unless it's part of an ongoing current project.

Meanwhile, what does 'legal' practically mean ?

Keep it available because if you don't and someone in the gvmt comes to ask for it you are in deep trouble if you can’t provide documentation and the original and proof of chain of custody.
