Processing inbox question

About 98% of my inbox items are digital (I use Evernote). When I process my inbox and get it to zero, is that when I determine the next action for each item if it doesn't go into Someday/Maybe? Or do I put the item in the right context and then when I get to it determine the next actions?

This one for sure. The only things that belong on a next action list are things you can actually do. If you don't even know what the next action is it doesn't belong on a list.

That clarifying part is why for most people you need about an hour to hour and a half each day just to handle processing all your new inputs.
